EVALUATION OF POLICIES AND PROGRAMMES

One of the current most important field of activity for ACZ is the activity of evaluation, particularly challenging as it requires experience, knowledge, involvement and impartiality. 

The individual experience of part of our team, together with important partnerships with specialized companies of other countries, has led ACZ to become one key actor in the market of policy evaluation in Romania.

Our key achievements in this field, all accomplished in 2015:

  • the ex-ante evaluation of the National Rural Development Programme 2014-2020;
  • the ex-ante evaluation of the EMFF national Programme 2014-2020;
  • the first ever counterfactual ongoing evaluation of a structural co-funded intervention in Romania (ROP 2007-2013 – impact evaluation of KAI 4.3 – Aid to microenterprises)
  • the realization of an innovative evaluation study on gender equality and non-discrimination in a cross-border Programme (Hungary-Romania)

Our evaluation services are  based on both qualitative and quantitative methods, validated through our previous experiences, but in the same time adapted and improved according to the specificity of each contract.

Ex-ante evaluation of the National Rural Development Programme 2014-2020

Between December 2013 – May 2015 ACZ Consulting (Leader), in association with t33 and Iris (Partners), has implemented the contract regarding the Ex-ante evaluation of the National Rural Development Programme 2014-2020, commissioned by the Ministry of Agriculture and Rural Development.

The main purpose of the contract was to improve the quality of the Rural Development Programme 2014-2020 to be negotiated with the European Commission, by analysing the coherence with the national context, the consistency of the strategy with the EU 2020 objectives, the intervention logic, the indicator system, the financial allocation etc.

 In the same time, the contract aimed to assist the holder of the Programme during the Strategic Environmental Assessment procedure of the NRDP 2014-2020 and to elaborate the Environmental Report. The purpose of the Environmental Report was to analyse the potential impact of NRDP on the environment and to propose mitigation measures and recommendation in order to diminish its impact.

Ex - ante evaluation and environmental assessment of the Operational Programme for Fisheries and Maritime Affairs 2014-2020

Starting October 2014, in partnership with t33, ACZ Consulting, as Lead Partner, was in charge with carrying out the ex-ante evaluation of the Operational Programme for Fisheries and Maritime Affairs 2014-2020, commissioned by the Ministry of Agriculture and Rural Development.

The main purpose of the contract was to contribute to the development of OPFMA 2014-2020 so that it responds to the needs of development of the fishery sector in Romania and to the requirements of the Common Fisheries Policy. The ex-ante evaluation implied the assessment of the needs, of the proposed objectives, the internal and external coherence of the Programme, intervention logic, financial allocation etc.

In the same time, within the contract was performed the Strategic Environmental Assessment procedure of the OPFMA 2014-2020.

The Evaluation Studies of ROP 2007-2013

As Partnership Leader, ACZ Consulting, in consortium with IRIS and T33 (Associates) has been awarded by the Ministry of Regional Development and Public Administration of Romania to conduct the framework contract of services of elaborating evaluation studies for nine of the Key Area of Interventions for the Regional Operational Programme 2007-2013. The length of the framework contract was 15 months, starting March 2014 and the aim was the elaboration of ongoing evaluation studies for specific KAIs of ROP 2007-2013, emphasising which was the net impact of the analyzed interventions.

During this contract was realized the first counterfactual programme evaluation in Romania, thus ACZ Consulting and its partners being the promoters of using this evaluation methodology at national level and creating the background for further use and improvement of the counterfactual methods in the evaluation of the interventions funded through the structural funds.

Ex-post evaluation of Cohesion policy programmes 2007-2013, focusing on the ERDF and CF - WP0

The contract of ex-post evaluation of the ERDF 2007-2013 - Work Package 0, started in December 2013, being ordered by the European Commission Directorate-General for Regional and Urban Policy. The main purpose of the contract was to gather and assess physical data reported by the Managing Authorities in their annual implementation reports and assess the feasibility of gathering financial data broken down by priority theme at NUTS 3 level.

The work provided valuable and verifiable evidences for the overall ex post evaluation.

Gender equality and non-discrimination in the CBC Programme Hungary - Romania 2007 - 2013 and Interreg V-A Romania – Hungary 2014 - 2020

Between March – October 2015, ACZ Consulting has been awarded by the Ministry of Regional Development and Public Administration of Romania to conduct evaluation activities at programme, project and staff policy level, in order to identify the way in which the HU-RO 2007-2013 CBC Programme addressed GE and ND and to provide recommendations for the new programming period on how to treat and avoid discrimination and negative attitudes.

The contract involved the elaboration of a manual for taking into account the principles of gender equality and non-discrimination in the management of the Interreg V-A Romania –Hungary Programme, of a brochure with practical recommendations for potential funding beneficiaries and delivery of trainings for Romanian authorities and potential beneficiaries.
