Impact study on State Aid

Between March and December 2018, ACZ Consulting implements the contract on "Consultancy and expertise for the elaboration of an impact Study on the State aids granted by the Ministry of Public Finances and for the elaboration of a Report on the proposals for improvement of the normative and methodological framework regarding the state aid measures", contracted by the Ministry of Public Finances in Romania.


The Impact Study of the State Aids granted by the Ministry of Public Finances during 2007-2014 period includes the analysis of the main indicators used in the process of evaluation, granting, payment and monitoring of state aids based on the schemes administered by the Ministry of Public Finances, as well as the identification of the main economic and social effects at the level of beneficiaries, but also at local, regional and national level, as a result of the implementation of such measures as state aid. The study highlights strengths and weaknesses, opportunities and threats to state aid measures. The results of this Impact Study will allow the prioritization of State aid support measures to those areas of interest, strategic sectors, regions where the impact is relevant.

The Report on the proposals for improvement of the normative and methodological framework regarding the state aid measures, the second deliverable of the contract, will take into account the general normative framework regulating the granting of State aid at national and European level, the normative acts for the establishment of State aid measures granted by the Ministry, examples of good practices identified at European level, and the methodological framework on state aid schemes (guidelines, manual, site). In the process of drafting the report, a workhop with the business representatives will be held to select the best proposals for improving the normative and methodological framework.
