With a Master degree in Political Sciences and with a dissertation in EU Law, Andrea has been working in the field of EU Structural funds for more than 20 years. As a civil servant in public administration and as a consultant in Technical Assistance projects, he has been covering key positions in the management systems of ERDF and ESF, with a particular experience in the sector of co-financed aids to enterprises, economic conversion and public infrastructures.
After more than 12 years in several positions of responsibility in the Italian public administration , both at central and local level, Andrea has worked as a consultant in several EU or accessing countries, extending his ability to compare different styles and traditions in organizing the management systems of public funded interventions.
After he joined ACZ in 2010, Romania has become, for more than 5 years now, his main working environment.
Teacher of a 6-credits course in Structural Funds at the University of Florence between 2004 and 2015, Andrea is also one of the most appreciated professional trainers in management and control procedures for Managing Authorities and Intermediate bodies, providing regular trainings addressed to public professionals dealing with the management of EU financial resources, in all Europe.
Cristina graduated the Faculty of Social Sciences (International Relations and European Studies) and she obtained a master degree in National and Euroatlantic Security. With an extensive experience in the fields of regional development and European funding, Cristina developed solid leadership skills and successfully coordinated several teams, contracts or projects. Up to this moment, she directly coordinated and effectively implemented more than 30 contracts awarded to ACZ Consulting in the last 9 years, which addressed different types of beneficiaries such as local, regional or national public authorities.
Through the acquired working experience, Cristina is specialized in areas such as: consultancy for the public administration and strategic planning; European programmes and projects evaluation, being involved in the impact, ex-ante, ex-post and on-going evaluations of the programmes and public policies; elaboration of studies in various fields (state aid, smart specialization, innovation, marketing, tourism etc.), local, regional and national development strategies; management of EU funded projects; delivery and organization of professional training sessions on different topics (entrepreneurship, communication, equal opportunities etc.); communication, organization of thematic working groups and informal trainings.
Carmen is the Economic Director of ACZ Consulting, being also the financial responsible of different projects and contracts implemented by the company. Within projects funded through ESF, Carmen was responsible primarily for developing, managing and verifying the economic and financial documents.
Having bachelor’s and master’s degrees in Engineering and Economics, also considering her vast knowledge in cost-benefit analysis and economic forecasts, Carmen is involved as expert in economic analysis in various regional studies and strategies (for example regarding smart specialization or agriculture) and is an expert in financial evaluation of projects funded through structural funds for various national Operational Programmes. Last but not least, Carmen is a certified trainer in various business related courses.
Rebeca graduated from the Bucharest University of Economic Studies, with a Bachelor’s and a Master’s degree in business administration, her primary areas of expertise being focused on the analysis and research of economic, social and public institutional phenomena.
As the Director of Consultancy and Technical Assistance Department, Rebeca has been actively involved in implementing several contracts having as an objective the evaluation of programmes financed through EU funds, such as the ex-post and on-going evaluation of NRDP, the ex-ante evaluation of OPFMA 2014-2020, the impact evaluation of different key areas of intervention of ROP 2007-2013, the evaluation of horizontal principles regarding gender equality and non-discrimination within the CBC Programme Hungary-Romania and Interreg V-A Romania-Hungary etc.
At the same time, Rebeca has participated, as a member of the research team, to the elaboration of local and regional strategies, studies and analyzes on various themes (such as smart specialization, administrative simplification, agriculture and rural areas, tourism etc.), having as beneficiaries public administration institutions.
Graduated in 2009 from the Faculty of Letters, with a Specialization in European Studies, Eliza continued her Master's studies in 2013 with a focus on the UNESCO World Heritage legislative context at the Brandenburg Technical University in Germany.
During the master's program she had various research projects in Romania, Turkey, Albania, Finland and Germany that grounded her knowledge of European legislation and policies. At the same time, this exposure revealed valuable perspectives in assessing both the cultural context and the understanding of informed local resource management with people-centered approaches.
Eliza believes that these pan-European experiences are extremely relevant and applicable to public policies and the professionals who work in them, because communities must be at the heart of them. Her experience as a researcher, but also as an editor at the international academic journal ”Sustainability” helped her understand the vulnerability of nature and the importance of political tools for a sustainable development of Romania, and by extension of the world.
With an effective work experience of over 9 years (both in Romania and Germania), of which 6 in communication for various private sector organizations and NGOs, Eliza has both scientific and technical writing skills that bring a strategic and interdisciplinary approach to European policies, heritage and the environment.
Being a bachelor graduate of the International Business and Management Studies and having a master’s degree in Finance and Business Administration, Tiberiu`s area of expertise relates to the financial - economic analyses, with an emphasize on multicultural – international dimension.
As part of the Consultancy and Technical Assistance team, Tiberiu has been involved in the implementation of several contracts concerning State Aid Specialized Assistance or Programme Evaluations (eg. On-going evaluation of NRDP 2014-2020), as well as in drafting local and regional strategies and studies, contracted by local and national public authorities. His activity within the projects includes qualitative and quantitative analyses, taking care of organizational/administrative procedures and collection of primary and secondary data.
Having graduated the Faculty of Social Sciences – Department of Sociology, Roxana is interested in the process of sustainable development of the communities and improvement of the economic and social problems of them. With over 6 years of experience in the field of European structural funds, she was involved in several contracts of programme evaluation, especially in the activities of qualitative and quantitative analysis (ex-ante, ex-post and on-going evaluations of the programmes and public policies).
Roxana has also contributed to the development of studies and strategies contracted by local, regional and national public administration, actively participating in the process of strategic planning and consulting of key stakeholders. Roxana has a vast experience in managing and monitoring of the contracts, being responsible for coordinating several contracts implemented by the company in the last 6 years, for different types of beneficiaries and contributing to their successful completion.
Daria graduated from the Faculty of Political Science at the University of Bucharest with a bachelor degree in International Relations and European Studies, after which she continued with a master degree in Development, International Cooperation, and Humanitarian Aid within SNSPA. For the last 2 years, she has focused on European Solidarity Corps projects and Erasmus+ trainings for youth workers, where she became familiar with European projects, especially KA1 actions and implementations.
Working in a multicultural field and with extensive experience in NGOs, Daria joined the ACZ Consulting team as a Junior Consultant in Public Policies and Programmes.
Cristian joined the team in February 2020 and since then, he is working within the European Programmes and Projects department. A fresh graduate from the University of Twente, he holds a Bachelor of Science degree in European Public Administration and a Master of Science degree in Public Administration. His research was mostly focused on novel topics. For his bachelor thesis he studied the effects of the ridesharing phenomenon on the taxi industry in Romania, using a variety of quantitative data analysis techniques. For his master project, he took an in-depth look at the social security policy preferences of non-standard workers in the Netherlands, increasing his familiarity with qualitative research techniques such as semi-structured interviews. Since he started his university.
His most meaningful work experience prior to starting at ACZ Consulting was an internship held in collaboration between the University of Twente and the Romanian Chamber of Deputies, where he gained hands-on experience with the role of national parliaments in the EU legislative context. His internship project focused on studying the dynamics of the political control on bureaucracy within the Chamber of Deputies. A firm believer in the project of the European Union, he believes that the only way forward in an increasingly globalized world is simple: more supranational institutions with more competences.
With a bachelor’s degree in International Relations and European Studies, Roxana has attended 2 master programs in Timisoara, at the West University, one specializing in International Development Studies, and the second in Public Policy and Advocacy. Recently certified as a Specialist in lobbying, Roxana has chosen to dedicate her energy and knowledge to developing public policies, development strategies, monitoring and evaluation. With extensive experience gained both in volunteer activities (over 9 years of activism) and in professional and academic fields, Roxana has joined the ACZ Consulting team in January 2020.
The areas of public policy she prefers are the intergenerational ones, having extensive knowledge about youth policies and those dedicated to senior citizens. At the same time, environmental policies represent a point of interest for Roxana, both academically and professionally, understanding the needs for change in both public and private sector.
After graduating from the Faculty of Political Science (the National University of Political Science and Public Administration) with a master’s degree in Political Theory and Analysis in 2016, Vlad is currently finalizing his doctoral research into the contemporary crisis of political ideologies. He also completed a doctoral research scholarship at the Charles University in Prague in 2018, focusing on European comparative politics. His research focuses on the need to address the increasing socio-economic inequalities that have led to chronic democratic fatigue and lack of confidence by citizens in elected institutions, specially within the European Union.
Vlad started working in the NGO sector in 2012, as program director for the Center for Studies in Political Ideas, after which he transitioned to the central public administration for the duration of the Romanian Presidency to the Council of the European Union in 2019. He then worked as the political aide to the Chairperson of the European Affairs Committee of the Senate of Romania, until joining the ACZ Consulting team in February 2021.
